Shadow-docs (assertion-sets that live in the shadow forge)

Each file here is a test/criteria set mapped to specific requirements, of the form [{"req": "...", "assertion": "...", ...}]. The backup-strategy assertion-set (db_backup.assertions.json) is added when its build workflow completes.
