Every ticket as the root of its provenance graph — goal, patch, approval, runs and (as the ticket-class build lands) mandate, manifestations, guarantees, journey, artifacts and children. Rendered through the <<<TicketGraphList>>> tag.
Unify tagging: a tag/flag should indicate anything tagged (pages AND source)

DONE (core) — page categories migrated onto the abstract annotations layer (tag=<category>, target=page:<id>); Page_Categories dropped; CategoryPages/TagPageHandler repointed. Source flags already use it (tag=flag, target=source:<hash>). One tag->target model for both. Further reach (doc annotations, an Annotations browse view) can be new tickets.
