Every ticket as the root of its provenance graph — goal, patch, approval, runs and (as the ticket-class build lands) mandate, manifestations, guarantees, journey, artifacts and children. Rendered through the <<<TicketGraphList>>> tag.
Non-utf8 blobs fall back to decode(errors='replace') in blob_body -> lossy, so they won't pass db_verify. In-scope files are text so it's moot today, but handle binary/non-utf8 fidelity (store bytes/latin-1) if scope widens.
