Implement dispatch as a Gemma-3 agent that reads ticket.queue, decides run/skip/stop, and spawns worker pairs — tools limited to {ticket.queue, ticket.kind, ticket.assign, edge.record, ticket.progress}. No code, no shell, no file writes. Journals every decision as the dispatch agent. ACCEPTANCE: routes a real queue correctly AND is structurally incapable of authoring work product. Gated on R3 + B3.
