Build: active-work LEASE/heartbeat — an agent holds a checkout off the reaper; lapse = dead-man's switch fires

The heartbeat that holds the reaper off. An agent (or human) actively working a checkout acquires a LEASE (a heartbeat record: path, holder, ts, ttl) and renews it while working. The reaper treats a checkout as ACTIVE only while its lease is live; when the lease lapses (no renewal within ttl) the dead-man's switch fires and the reaper reclaims. Mirrors tracker/store.py's heartbeat/check_deadman. ACCEPTANCE: hold a lease -> the reaper skips the checkout; stop renewing -> after ttl the reaper reclaims it (commit->push->remove); a crashed agent's checkout is reclaimed automatically (no manual cleanup).
