Build: DEPLOYED-app registry — the only persistent-checkout allowlist the reaper honors

The registry of code allowed to live OUTSIDE the forge indefinitely: deployed production apps/utilities/scripts. A checkout is exempt from reaping ONLY if it is registered here (path -> {name, kind=app|utility|script, deployed=true}). Registration is a deliberate, auditable act (control-config object). Everything not registered and not actively leased is reapable. ACCEPTANCE: a registered deployed app is never reaped; removing it from the registry makes it reapable next cycle; the registry is the single source of truth for 'code allowed to persist outside forge'.
