decomposer: fix self-repopulation drain chain (stalls after first successor)

Small split from #230 (whose go_port_decomposer.py compiles + already filed 8 units). ONLY remaining gap: the batched self-repopulating chain stalls after spawning the first successor. Fix the drain/spawn loop so it keeps emitting successive batches until the whole forge/route set is enumerated. Round-1-sized. Reuse the existing go_port_decomposer.py; do not rewrite the enumeration.
