Every ticket as the root of its provenance graph — goal, patch, approval, runs and (as the ticket-class build lands) mandate, manifestations, guarantees, journey, artifacts and children. Rendered through the <<<TicketGraphList>>> tag.

Background refactor of the TicketList tag view (checkouts/current/congruency/invocators/tags/dev/TicketList.php).
Two improvements: (1) GROUP similar tickets — the doc-stale and prediction-crank floods (#111-#142, etc.)
should collapse into a group header with a count, not 30 near-identical rows. (2) DRILL-DOWN: clicking a
ticket expands its TREE — the spawned/supersedes/stops edges (ticket_edges) below it and its journal, so
you navigate the provenance graph from the list. Keep the recursion guard (htmlspecialchars everywhere),
read-only, existing columns. Lower priority than the Pi image ticket.
