User does not trust Claude's telemetry and wants a GUI for a Gemma model that uses tools and forwards NO telemetry. Research existing options (open-webui, text-generation-webui, LM Studio, etc.) for: local-only inference (ollama/llama.cpp), tool/function calling, and VERIFIED no outbound telemetry (audit network). If none qualify, scope a minimal build. DELIVERABLE: comparison + recommendation (adopt vs build), with the telemetry audit as the acceptance gate.
