Package b_tools + b_restrict + b_anchor into an installable Claude Code DISPATCH PROFILE for this Mac: a settings profile / custom agent that boots Claude Code in dispatch mode (dispatch-tools MCP enabled, code-authoring denied, role-anchor hook active, minimal memory). One command installs it; a flag/agent selects dispatch mode vs normal. ACCEPTANCE: launch dispatch mode -> it has ONLY the dispatch toolset + read, refuses code edits, re-anchors its role, and runs the queue/requeue loop over a long session without drifting.
