Wire congruency's tag/form engine to render the tracker DB: a <<<TicketList>>> Tag_Interface class (invocators/tags/dev/, modeled on BugReport.php) that reads project.db/the ledger and renders the ticket table; a validated ticket-submission form via Path A (forms rows: type RadioSelect + description TextBox + FCE->?page=ticketDone; a TicketLogger handler tag modeled on OrdererTag; a TicketDAO copy of OrderDAO writing a tickets table with an in_array allowlist check); page Documents ?page=tickets/ticketDone in the dev seed.
