Crank #29: tools/gpl_stamp.py checks every .php for the GPL short-notice. PREDICTION: this session new files (tags/rest/elements/tools) all PASS; any missing are legacy; --fix stamps them; tagcheck 29/29 + crawl broken<=1 unchanged after fix. [RESULT] count REFUTED (66 missing, not few) but tool works + my new files all passed. Caught+fixed a line-ending (CRLF->LF) bug in the stamper IN TEST before commit; re-stamp is insertions-only, endings preserved, harnesses green.
